Issue:
All tools in the Tools toolbar are disabled except the Edit tool. But even though it’s enabled, I cannot select or move anything with it.
Solution:
It seems the layer with outlines was locked accidentally. Use the View > Lock Layers > Outline toggle to unlock (or lock) it.
